Michael R. Bloomberg President of the Board

Michael R. Bloomberg is the founder of the global financial data services and media company, Bloomberg LP. Between 2002 and 2013, he served as Mayor of New York City and reduced the city's carbon footprint by 19 percent, revitalized the waterfront, implemented ambitious public health and anti-poverty programs, expanded support for arts and culture, and increased graduation rates and private sector job numbers to record highs. As a philanthropist, Bloomberg has given over $3.3 billion in support of education, public health, government innovation, the arts, and the environment. In 2014, United Nations Secretary-General Ban Ki-Moon appointed Bloomberg Special Envoy for Cities and Climate Change. In that role, Bloomberg works to highlight the climate work cities are doing and the critical role mayors can play in helping nations create ambitious carbon reduction commitments. This builds on his role as president of the board of the C40 Climate Leadership Group, a network of megacities working to reduce global greenhouse gas emissions. Bloomberg also serves as a Co-Chair of Risky Business, an organization that is quantifying the economic risks American businesses face from climate change.

Antha Williams Head of Environment Program, Bloomberg Philanthropies

Antha Williams leads the Environment Program at Bloomberg Philanthropies. Previously she was Senior Vice President at Corridor Partners, a donor advisory firm focused on climate and clean energy. Antha also worked as the Advocacy Executive at Atlantic Philanthropies, where she oversaw grants to support health care and comprehensive immigration reform. As Program Officer at Beldon Fund, Antha built support for environmental issues by policymakers through grassroots organizing at the state level. Outside of philanthropy, Antha has worked as a campaigner and organizer, directing large scale voter protection efforts, and serving in leadership positions for five years with Green Corps, a training program for aspiring environmental organizers. Antha graduated from Dartmouth College and lives in New York.

Ana Guerrero Chief of Staff to Mayor of Los Angeles Eric Garcetti

Ana Guerrero serves as Mayor Eric Garcetti’s Chief of Staff and directs all aspects of the Office of the Mayor. In this capacity, she is the primary driver of his agenda to make Los Angeles safer, more livable, prosperous, and well run. Guerrero has worked with Garcetti since he was first elected to the City Council in 2001. She was appointed as his Council Office Chief of Staff in 2008, after serving as his District Director and Deputy Chief of Staff. Upon his election as Mayor in 2013, Garcetti appointed Guerrero Chief of Staff to the Mayor’s office.

Guerrero brings extensive community organizing experience to her role as the Mayor’s chief strategist. She began her organizing career in 1990 with the Sonoma County Faith Based Community Organizing Project where she organized low and middle income families around issues such as job creation and affordable housing. She came to Los Angeles in 1995 to become the lead organizer of the United Neighborhoods Organization (UNO). There, she led a campaign that helped more than 5,000 immigrants become naturalized, politically active citizens. She has also provided technical assistance to community-based organizations through the Center for Community Change.

Guerrero is an elected member of the Los Angeles County Democratic Party (AD43) and is President Emeritus of the Avance Democratic Club of Los Angeles County. She is also a member of the Project on Municipal Innovation Advisory Group, a joint initiative of the Harvard Kennedy School and Living Cities. Guerrero is an immigrant from Mexico and is the daughter of farm workers. She is married to Neal Goldstein and is the mother of three children.

Jesper Nygård CEO Realdania

Jesper Nygård is the CEO of Realdania. Mr. Nygård obtained an MSc in Public Administration from Roskilde Universitetscenter in 1989. He is Chairman of Realdania By & Byg and Bolius, Vice Chairman of Fondenes Videncenter (Danish Foundations’ Knowledge Center) and board member of C40 Cities, Danish Architecture Center, Fonden for Socialt Ansvar (Federation for Social Responsibility) and Brøndbyernes I.F. Fodbold A/S (Danish soccer club) 

Mr. Nygård joined the Supervisory Board of Realdania in 2003 and was elected chairman in 2009. He resigned from the Supervisory Board on 4 June 2013, when becoming CEO of Realdania. Before joining Realdania, he was CEO of KAB, a large Danish non-profit social housing association, from 1996-2013. Mr. Nygård has previously served as Chairman of the Board of Landsbyggefonden (the national social housing fund) from 2000-2013; Chairman of the Board of the Social Housing Association AKB from 1988 to 1996 (Board member from 1983-1996) and Chairman of the National Federation of Housing Associations from 1993 to 1996 (board member 1990-2013). 

Mr. Nygård is an active public debater. He lives in Birkerød north of Copenhagen with his wife Tine and two daughters.

Justin Johnson Climate Director at the Children’s Investment Fund Foundation


Justin Johnson is Climate Director at the Children’s Investment Fund Foundation (CIFF) overseeing the cities, air quality, transport and European aspects of CIFF’s Climate portfolio.  Justin was appointed to the C40 Board in September 2018, replacing Sonia Medina. Justin has previously worked at Centrica plc, an international energy and services company, in a range of roles including Group Head of Strategic Projects and Group Director of Strategic Communications.  From 2003-2006 he worked in the UK Government as Specialist Advisor to the Minister of Environment and Climate Change.  Prior to that he worked as Head of Policy at the UK Business Council for Sustainable Energy

Bruce Lindsey Clinton Foundation

Bruce Lindsey serves as the Chairman of the Board of the Clinton Foundation. Bruce joined the Foundation in 2001 as general counsel and became CEO in 2003. Bruce served as assistant to the president and deputy counsel to the president throughout President Clinton’s two terms in office. He had previously been a partner at Wright, Lindsey & Jennings, a law firm in Little Rock, where he is currently ‘of counsel.’ Bruce received a J.D. from Georgetown University Law Center and a B.A. from Rhodes College.

Shirley Rodrigues Deputy Mayor for Environment and Energy, London

Shirley Rodrigues was appointed as Deputy Mayor for Environment and Energy in October 2016. She is using her environmental expertise to work with Transport for London (TfL) to deliver the Mayor’s plans for tackling air pollution across London. This includes: expanding the Ultra-Low Emission Zone (ULEZ), new charges for the oldest and most polluting vehicles, and creating Low Emission Bus Zones.

She is also overseeing delivery of the Energy for Londoners programme (helping Londoners generate more low-carbon electricity), helping to boost London’s recycling rates and cutting landfill. She's working to deliver the ambitious target of London becoming a zero-carbon city by 2050.

Shirley was Acting Executive Director for Climate Change at the Children’s Investment Fund Foundation (CIFF), an independent philanthropic organisation that works to transform the lives of poor and vulnerable children in developing countries.

She helped establish CIFF's cities and climate strategy and represented CIFF on the board of the C40 Large Cities Leadership Group – a network of global cities committed to addressing climate change.

Shirley has an impressive track record of developing new environmental policies in London. She worked in senior environmental policy roles from 2005 to 2009, helping to implement the London Low Emission Zone and programmes to retrofit London’s residential and commercial buildings.

Krish Kumar Chief Finance Officer, Durban (eThekwini)

Krish Kumar has a Batchelor of Commerce degree in Accounting, a Masters in Administration, a Management Development (MDP) certificate, and has completed the Minimum Competency Training prescribed by National Treasury for CFO’s. He has presented papers at various conferences and participated in study tours worldwide, including the USA, Canada, South America, UK, India, Far East, Australia, New Zealand, and throughout Africa. On behalf of the World Bank, he also undertook a study of the state of local government finances in Tanzania as part of the assessment of a loan application made by Tanzania. Last year he delivered three training courses to C40 cities in Jordan. He has 36 years local government experience and has been the Chief Financial Officer (CFO) of the Ethekwini Municipality (Durban, South Africa) since 1997. He is currently also a member of South African Local Government Association Finance Working Group, Chairperson of the Metro Chief Finance Officer’s (CFO) Forum, a Commissioner on the Financial & Fiscal Commission (FFC), and was a member of the Accounting Standards Board for two terms. He is also the President of the Institute of Municipal Finance Officers (IMFO), as well as a Fellow of the Institute.  He is currently doing his doctorate in public administration through the University of KwaZulu-Natal (dissertation submitted).
